La reforma de la PAC implantada el año pasado tuvo, entre otras, novedades la obligación diversificar cultivos en explotaciones que superen las diez hectáreas de tierra arable. Esto supone que no se puede dedicar toda la superficie de la explotación a un mismo cultivo.

El problema se plantea en zonas concretas, como son los regadíos de nuestra provincia, donde los altos costes de producción obligan al agricultor a tener sus parcelas en una producción continua, mediante los ciclos de dos cosechas al año, o tres cada dos años en situaciones desfavorables.

Estos ciclos alternan cultivos de invierno como cebada, trigo, guisante… con cultivos de verano como maíz, sorgo o girasol, introduciéndose en ocasiones forrajeras como alfalfa, festuca o raygrass. Normalmente el agricultor divide su explotación en hojas de cultivo de tal manera que en una de ellas realiza un único cultivo de verano y en la otra opta por las dobles cosechas invierno-verano.

De esta manera se produce una perfecta armonía entre control de costes de cultivo, manejo agronómico con restauración de la fertilidad del suelo y ruptura de ciclos de malas hierbas y plagas, y búsqueda de rentabilidad que permita recuperar las costosas inversiones en la modernización de los sistemas de riego.

La normativa impide contabilizar más de un cultivo por parcela a la hora de justificar esta diversificación de cultivos, lo cual ya supone un claro perjuicio en estas zonas productivas, que pudo ser solucionado el año pasado al poder elegir el agricultor si declaraba como cultivo principal el de invierno o el de verano en esas parcelas de dobles cultivos.

Este año sin embargo se obliga al agricultor a declarar el cultivo de verano como cultivo principal, lo que supone que a pesar de que en las parcelas de dobles cultivos se ha cultivado cebada, trigo, guisantes seco o guisante verde, esto no se va a contabilizar, trayendo consigo una penalización de las ayudas de la PAC.

Desde Asaja Huesca instamos a las administraciones autonómica y española a permitir la declaración de los cultivos de invierno como cultivo principal en el caso de dobles cosechas, puesto que el no poder hacerlo va a suponer un serio quebranto económico para estas explotaciones
