El Ministerio amplia el plazo para la cesión de derechos de pago único en 2014.
El Ministerio de Agricultura, Alimentación y Medio Ambiente ha prorrogado hasta el 15 de mayo el plazo para la notificación de las cesiones de derechos de pago único en 2014 por compraventas y arrendamientos. De esta forma, y en esta campaña, coincidirá con la fecha límite de presentación de la Solicitud Única de ayudas.
Estas cesiones influirán en la asignación de los nuevos derechos de pago básico en 2015, por lo que antes de realizar una transferencia de derechos de pago único en 2014 es importante conocer los efectos que éstas pueden tener en el próximo periodo.
En relación con uno de los requisitos imprescindibles para poder ser asignatario de derechos de pago básico en 2015, esto es, haber cobrado algún tipo de ayudas directas en 2013, los efectos de las cesiones en 2014 serán los siguientes:
–Cesiones con tierra: Se transferirá el derecho derivado de haber cobrado algún tipo de ayudas directas en 2013 por las hectáreas que se incluyan en la transferencia de tierras en la que se enmarca la cesión de derechos de pago único.
–Cesiones sin tierra: Con esta cesión no se transferirá el derecho derivado de haber cobrado algún tipo de ayudas directas en 2013.
–Herencias y otras situaciones similares:Los beneficiarios resultantes de tales cambios, con carácter general, recibirán el derecho derivado de haber cobrado las ayudas directas en 2013 que tenía el beneficiario original.
El Real Decreto de asignación del Régimen de Pago Básico, que se publicará en el segundo semestre del año 2014, desarrollará estas cuestiones.
Además, establecerá los requisitos de asignación de los nuevos derechos de pago básico a partir de 2015, el modelo regional de aplicación en España y el acceso a la reserva nacional que se establecerá para el nuevo periodo.
