UAGA no quiere esta PAC.
Tras la segunda reunión convocada por el Departamento de Agricultura del Gobierno de Aragón para la toma de decisión sobre si se modifica o no la propuesta de regionalización efectuada por el mismo, UAGA se reafirma en que ésta PAC no atiende a los intereses de los agricultores profesionales aragoneses. No se legitiman los fondos de la PAC, en detrimento del modelo social y profesional de agricultura, generador de empleo y riqueza en el medio rural.
Ha importado más el reparto del cheque por Comunidades que responder a los intereses de los agricultores profesionales. Mantener las referencias históricas perpetúa las diferencias que hay en el sector en el cobro de las ayudas. Es una desigualdad entre los perceptores porque las referencias históricas están muy lejos de la realidad. La convergencia del 60% no equipara a unos con otros. Los jóvenes incorporados en los últimos años son los más perjudicados
Para UAGA la definición de Agricultor en activo era clave y considera que el porcentaje del 20% de ingresos procedentes de la actividad agraria que recoge la definición de agricultor activo, como perceptor prioritario de ayudas a la hora de medir su profesionalidad, responde mínimamente a sus reivindicaciones.
Esta reforma ha cerrado la puerta a los Jóvenes profesionales, que no hayan percibido ayudas en los últimos años, dificultando el relevo generacional. Y lo mismo ha sido para los productores históricos de frutas hortalizas y viñedo, agricultores profesionales que se quedan sin acceso a las ayudas PAC.
Además esta aplicación de la PAC provoca agravios en detrimento de algunas zonas, como Teruel, dejándolas en la cuneta y olvidando el principio de competitividad entre agricultores. La irrisoria solución propuesta es de “tente mientras cobro” cortoplacista y eso no puede ser un principio de la PAC
Para la UAGA la solución estaba en las propuestas de agricultor activo y en medidas como el pago redistributivo o el 5% para zonas con limitaciones naturales, medidas que Bruselas dejó de carácter voluntario a los estados miembros y que España no ha querido aprovechar.
Dentro de la medida de la corrección parcial de no aprovechar esa situación de partida, no puede ser sólo dentro de Aragón, sino entre los 24 estratos establecidos para toda España, solamente de esta manera UAGA podría estar de acuerdo con esas compensaciones.
Ante la propuesta de la Consejería de una posible revisión intermedia para el 2017, UAGA considera que será el momento de tratar sobre todas las posibilidades que permitiría la Unión Europa, y ahí estará la solución a todos los problemas que está PAC está generando: agricultor activo, pago redistributivo, pago a zonas con limitaciones naturales, etc.
